Would a two tier system cure our traffic problems, Cars on the upper tier, heavy goods below?

It sounds good,,,,,until you get to an intersection. Then you have two lanes becoming one. No way around it unless you have at least two exit ramps. Keep in mind, also, that you will need to figure out just which has the shortest ramp.
How about the upper deck for through traffic in constantly congested areas? If you are going through the area, there’s no need for local exits.
Heavy goods aren’t the cause of traffic. Rush hour and everyone starting/ending day at same time is cause. Nice try.

im sure that doubleing all roads would solve the problem.but it would take 50 years and all of the us’s money to do that

don’t think so coz all the nuts on top would be crashing (somehow someway) into the traffic on the bottom—might be nice if you live in a second floor apartment (you could pull right up to your front door)

Re-open the railways and shift goods by rail, thus removing large numbers of lorries (especially the big ones) from the roads. I’ll bet many large lorries always go to the same places anyway so building new rail links would pay for itself, passenger trains wouldn’t need to use them.
