Should you have to stop for a red light if there is no cross traffic?
If you elect the right politicians, there are systems available that virtually eliminate "unused green time". These systems cut deeply into big oil company profits and politicians’ revenues (gas taxes) so it’s understandable why you sit at red lights when there is no cross traffic.
At sat at red lights for over half an hour several times. I feel your pain!

Of course we should stop at red lights. Let’s say we don’t have to (given your scenario of no traffic). And let’s say that we don’t have to stop at the one red light on the way to work for three days in a row. Being the humans that we are, we are more LIKELY to NOT stop on the fourth morning WITHOUT LOOKING. It just makes sense to do it all the time so as to eliminate confusion ("Well, officer, I haven’t had to stop at that red light for over a week now, so I just forgot to LOOK!" – yeah, that’ll hold up in a court of law.)

Traffic lights are pre-programed to either a ‘time delay’ or an ‘on demand’ mode,
some are actioned by the number of vehicles crossing the approach sensors.
If you get stopped at one and if there is nothing behind you, try reversing to the sensor, you can see the tarred strips on the road, then move forward again.
This can activate the signal in your favour.
